State Superintendent Ryan Walters on Thursday released guidelines for schools on "patriotic displays" after an Edmond student was told he couldn't fly an American flag from his pickup truck.
According to the guidelines, each Oklahoma school district must create a clear policy that the American flag can be flown and displayed on all school campuses without infringement. The Pledge of Allegiance must be recited in schools at least once a week, and districts must provide a report detailing their policies on displaying the American flag and the weekly recitation of the Pledge of Allegiance.
The guidelines aim to promote the "respectful presentation of the flag, ensuring it is treated with the honor it deserves" and to foster "a sense of national bridge and respect for the country's ideals among students.
"No school in Oklahoma should tell students they can't wave an American flag," Walters said in a news release. "Americans have fought and died for the right to carry our flag, and no student should ever be targeted for exercising that right. Our young people should never have to fear displaying their patriotism and I will fight every day so that when our students want to express their love for America, they can do so boldly and proudly."

Edmond Public Schools said it's a practice for students not to fly any flags on campus, but it's not a policy. Officials said the practice is in place to avoid distractions and disruptions and because flags can cause safety issues in the parking lot.
The incident prompted other students and members of the community to rally around Horst and garnered national attention, even from "Dukes of Hazzard" star John Schneider. On Monday, about 50 drivers drove around Edmond and circled Edmond North High School with American flags on their vehicles.
