YEAH GUYS. THAT’S RIGHT. THE CITY OF NORMAN TOOK THIS RARE STEP DURING THEIR CITY COUNCIL MEETING LAST NIGHT TO GET HERE. IT TOOK NEARLY TWO YEARS OF COMPLAINTS, NUMEROUS 911 PHONE CALLS AND A NEIGHBORHOOD STANDING UP AND SAYING ENOUGH IS ENOUGH. IT’S NOT FAIR TO MY CHILDREN TO HAVING TO BE IN A SITUATION LIKE THIS. UM, WE LIVE IN A GREAT NEIGHBORHOOD. SINCE THEN, WE’VE HAD NOTHING BUT THE ONLY WAY THAT I CAN DESCRIBE IT IS ABSOLUTE MADNESS. I COULDN’T LEAVE MY HOME. I WAS 30 MINUTES LATE TO WORK BECAUSE I COULDN’T GO OUTSIDE TO MY CAR BECAUSE. BECAUSE THIS GUY WAS SO OUT OF HIS MIND, NEIGHBOR AFTER NEIGHBOR PLEADING FOR HELP TO THE NORMAN CITY COUNCIL TUESDAY NIGHT, THEIR CONCERN WHAT HAS BEEN HAPPENING AT THIS HOUSE NEAR TECUMSEH AND PORTER. ACCORDING TO NORMAN POLICE, THEY HAVE BEEN CALLED TO THIS HOME AT LEAST 60 TIMES SINCE 2021. THAT’S WHEN THE OWNER MOVED IN. POLICE SAY IT’S BEEN EVERYTHING FROM HEAVY DRUG USE, SHOTS FIRED, THREATS, OVERDOSES AND EVEN A BICYCLE CHOP SHOP IN THE GARAGE. ALL OF THIS RESULTING IN AT LEAST 16 DIFFERENT ARRESTS AFTER POLICE DETERMINED EVEN THEIR PRESENCE WASN’T GOING TO FIX THE PROBLEM, THE CITY TOOK THE RARE STEP IN ENFORCING THEIR PUBLIC NUISANCE ORDINANCE ON TUESDAY. THIS IS NOT SOMETHING WE DO OFTEN. IT’S SOMETHING THAT WE TAKE VERY SERIOUS. IT’S UNIQUE, BUT AT THIS TIME, WITH EVERYTHING THAT’S HAPPENED AT THIS PROPERTY, THE CITY STAFF FELT THIS WAS OUR ONLY OPTION. THE CITY ORDINANCE SAYS THAT IF A PROPERTY AND ITS OWNER ANNOYS, INJURES AND ENDANGERS THE SAFETY, HEALTH AND COMFORT OF OTHERS OR OFFENDS PUBLIC DECENCY, THE CITY CAN ACT. THERE MUST ALSO BE AT LEAST THREE CITATIONS ISSUED AT SAID PROPERTY WITH A GUILTY OR NO CONTEST CONVICTION. I HAVE NO WORDS. I’M SO SORRY. THE PROPERTY OWNER BRIEFLY SPOKE AT THE MEETING, SAYING HE IS REQUESTING AN EXTENSION AND HIRING A LAWYER. NOW THE ASSISTANT CITY ATTORNEY FOR THE CITY OF NORMAN TOLD ME THAT IN ORDER TO ENFORCE THIS ORDINANCE, THE CITY WILL BE SHUTTING OFF CITY SERVICES TO THAT HOME FOR AT LEAST SIX MONTHS. AND THEN IT WILL BE UNINHABITABLE.

It took nearly two years of complaints about drug use, violent incidents, and dozens of police calls, to get the city to step in. We live in a great neighborhood," said a man who spoke at the meeting. Neighbor after neighbor spoke at the meeting, pleading for help. "I couldn't leave my home. I was 30 minutes late to work because I couldn't go outside to my car because this guy was so out of his mind," said a neighbor who spoke in front of city council. The concern came from a house near Tecumseh Road and Porter Avenue. "Since then, we have had nothing but — the only way to describe it is absolute madness," said another neighbor. According to the Norman Police Department, officers have been called to the home at least 60 times since 2022. That's when the owner moved in. Police said they have seen everything from heavy drug use, shots fired, threats, overdoses and even a bicycle shop in the garage resulting in at least 16 arrests. After police determined that even their presence wouldn't fix the problem, the city took the rare step of enforcing its public nuisance ordinance. The ordinance says if a property and its owner annoys, injures, and endangers the safety, health and comfort of others, or offends public decency, the city can act. There must also be at least three citations issued at the property with a guilty or no contest conviction. "I have no words. I am so sorry," said Elizabeth Foreman, the council member for Ward 6. The property owner briefly spoke at the meeting, saying he is requesting an extension and hiring a lawyer. The assistant city attorney told KOCO that to enforce the ordinance, city services would be shut off at the home for six months, making it uninhabitable. They didn't have a clear timeline on when that will happen.
