Vice President Kamala Harris’ stance on border security is under scrutiny as she takes over the top of the Democratic ticket. Polls suggest that immigration is a top issue for many voters and it’s a weakness for Democrats. Border policy is at the center of Republican attacks against Harris and, in the second week of her presidential campaign, she started to go on offense. Several claims being made on the campaign trail require further context.“Border Czar”The Trump-Vance campaign released its first television ad targeting Harris earlier this week, which states, "This is America's border czar and she has failed us."It’s a label the White House has repeatedly rejected. "She was not a border czar and it's not just us. Independent fact-checkers have said the same thing. That that did not exist and that is not true," said White House Press Secretary Karine Jean-Pierre. Our partners at FactCheck.org agree that Harris was never given this title or put in charge of border security. However, President Joe Biden did tap Harris for a diplomatic role addressing “the root causes of migration from El Salvador, Guatemala, and Honduras.” According to a White House fact sheet, the initiative included efforts to address humanitarian needs, counter corruption and secure new private sector investments. It also sought to combat mutual security concerns like migrant smuggling and drug trafficking.“Abolishing ICE”Trump has also repeatedly said that Harris “called for abolishing ICE.”FactCheck.org reviewed that claim too. They found Harris never called for abolishing Immigration and Customs Enforcement but she was critical of the agency as a senator under the Trump Administration. "I think there is no question that we have to critically re-examine ICE and its role and the way that it is being administered and the work it is doing and we need to probably think about starting from scratch," Harris said in a 2018 interview with MSNBC.The Harris campaign didn’t respond to follow-up questions about her current views on the agency.Health Care for ImmigrantsAt a rally in Pennsylvania on Wednesday, Trump said Harris "pledged to give free tax payer healthcare to all illegal aliens.”During her first presidential bid, Harris raised her hand during a Democratic primary debate when moderators asked the candidates if their government health care plans would cover undocumented immigrants but she was not given an opportunity to elaborate on the details, including how it would be paid for.Republicans have also pointed to Harris’ response in an interview with CNN’s Jake Tapper but, once again, she doesn’t go into detail about her policy. "I am opposed to any policy that would deny in our country any human being from access to public safety, public education, or public health, period,” Harris said. Bipartisan Border BillSpeaking to a crowd in Atlanta on Tuesday, Harris reiterated her support for a border bill that would increase funding for ICE detention beds, border patrol agents, asylum officers and immigration judges. It also would also reinforce new restrictions on migrants seeking asylum, alongside other reforms."As president, I will bring back the border security bill that Donald Trump killed and I will sign it into law and show Donald Trump what real leadership looks like," Harris said.Harris also said the bill was endorsed by “some of the most conservative lawmakers.” It’s true that the bill was negotiated by a bipartisan group but, in the end, it was rejected by the vast majority of Senate Republicans. Trump urged lawmakers to reject the deal. He wrote on social media that it “would be another Gift to the Radical Left Democrats. They need it politically, but don’t care about our Border. What is currently being worked on in the Senate will be meaningless in terms of Border Security and Closure.”Border crossings reached historic levels under the Biden-Harris Administration but, according to the White House, those numbers have fallen significantly since President Biden issued an executive order restricting asylum applications in certain circumstances after the legislation failed to pass.

“Border Czar”

The Trump-Vance campaign released its first television ad targeting Harris earlier this week, which states, "This is America's border czar and she has failed us."

It’s a label the White House has repeatedly rejected.

It also sought to combat mutual security concerns like migrant smuggling and drug trafficking.

“Abolishing ICE”

Trump has also repeatedly said that Harris “called for abolishing ICE.”

FactCheck.org reviewed that claim too. They found Harris never called for abolishing Immigration and Customs Enforcement but she was critical of the agency as a senator under the Trump Administration.

"I think there is no question that we have to critically re-examine ICE and its role and the way that it is being administered and the work it is doing and we need to probably think about starting from scratch," Harris said in a 2018 interview with MSNBC.

The Harris campaign didn’t respond to follow-up questions about her current views on the agency.

Health Care for Immigrants

At a rally in Pennsylvania on Wednesday, Trump said Harris "pledged to give free tax payer healthcare to all illegal aliens.”

During her first presidential bid, Harris raised her hand during a Democratic primary debate when moderators asked the candidates if their government health care plans would cover undocumented immigrants but she was not given an opportunity to elaborate on the details, including how it would be paid for.

Republicans have also pointed to Harris’ response in an interview with CNN’s Jake Tapper but, once again, she doesn’t go into detail about her policy.

"I am opposed to any policy that would deny in our country any human being from access to public safety, public education, or public health, period,” Harris said.

Bipartisan Border Bill

Speaking to a crowd in Atlanta on Tuesday, Harris reiterated her support for a border bill that would increase funding for ICE detention beds, border patrol agents, asylum officers and immigration judges. It also would also reinforce new restrictions on migrants seeking asylum, alongside other reforms.

"As president, I will bring back the border security bill that Donald Trump killed and I will sign it into law and show Donald Trump what real leadership looks like," Harris said.

Harris also said the bill was endorsed by “some of the most conservative lawmakers.”

It’s true that the bill was negotiated by a bipartisan group but, in the end, it was rejected by the vast majority of Senate Republicans.

Trump urged lawmakers to reject the deal. He wrote on social media that it “would be another Gift to the Radical Left Democrats. They need it politically, but don’t care about our Border. What is currently being worked on in the Senate will be meaningless in terms of Border Security and Closure.”
