TONIGHT AND FACING FELONY CHARGES AFTER HE ALLEGEDLY SEXUALLY ASSAULTED A FEMALE TRUCK DRIVER, FHP SAYS IT HAPPENED DURING A TRAFFIC STOP BACK IN MARCH, AND WAS ONLY DISCOVERED BECAUSE A SUPERVISOR WAS REVIEWING DASH CAM VIDEO AND SAW UNUSUAL BEHAVIOR. FORMER TROOPER JACKIE REINHARDT REPOSITION AND HIS PATROL CAR IN THE MIDDLE OF THE TRAFFIC STOP SO THAT HIS DASH CAM COULD NO LONGER SEE HIM APPROACH THE VEHICLE. THE COURT DOCUMENTS ALSO STATE REINHARDT WAS WEARING A BODY CAM FOR AT LEAST SOME OF THE INTERACTION, AND THAT HE REPEATEDLY POINTED IT AT IT TO HIS ALLEGED VICTIM WHISPERING CAMERA. THEY BELIEVE, ENCOURAGING HER NOT TO SAY ANYTHING INCRIMINATING. REINHARDT PULLED THIS VICTIM OVER FOR SPEEDING ON THE LITTLE ROGERS TURNPIKE AND CRAIG COUNTY. THIS WAS JUST AFTER MIDNIGHT ON MARCH SEVENTH. THE VICTIM, A 58 YEAR OLD WOMAN WHO INVESTIGATORS NOTED SPOKE BROKEN ENGLISH SPANISH, THEY SAY WAS HER PRIMARY LANGUAGE, SHE TOLD OHP WHEN INTERVIEWED WEEKS LATER THAT THE TROOPER ALMOST IMMEDIATELY GESTURED TO HER THAT HE WANTED THEM TO GO INTO THE SLEEPER SECTION OF THE SEMI THAT HE PERSISTED THROUGHOUT THE TRAFFIC STOP, PUSHED HIMSELF UP AGAINST HER, AND EVENTUALLY GOT HER BACK THERE, WHERE HE FORCED HER INTO A SEXUAL ACT. THE WOMAN TOLD INVESTIGATORS THAT SHE CONSIDERED CALLING 911, AND EVEN CONSIDERED TRYING TO RECORD THIS ON HER OWN PHONE, BUT THAT SHE WAS TOO AFRAID. IN A STATEMENT, THE DPS COMMISSIONER SAID REINHARDT HAS BEEN FIRED AND WROTE, QUOTE, AS SOON AS WE DISCOVERED THE POTENTIAL FOR CRIMINAL OR UNETHICAL BEHAVIOR, OUR AGENCY TOOK SWIFT ACTION. REINHART’S BEHAVIOR IS DEPLORABLE AND HAS NO PLACE WITHIN THE ORGANIZATION. Investigators said Jackie Lee Rhinehart tried to hide what he was doing by repositioning his patrol car in the middle of the traffic stop, so that the dash camera could not see him approach the vehicle. Documents also said Rhinehart was wearing a body camera for at least some of the interaction, and he repeatedly pointed at it to his alleged victim, whispering, "Camera." Investigators said they believe this encouraged her not to say anything incriminating.
