Enid police gave KOCO 5 images of injuries from the victims who were staying at the center.
"A former employee of the center had come by the department to make a report of the abuse that was going on out there," Rains said.
The former employee had some concerning details about what was going on at the facility.
"They said there was a group of employees that were abusing the clients, that were at the center, and they described some of those in detail to us," Rains said.
The Greer Center is a short-term treatment facility for adults who are diagnosed with co-occurring intellectual disabilities and mental health disorders. Police have named three suspects: 21-year-old Jonathan Martinez and 24-year-old Jhon Alan Nieto are in custody, but a third man is still on the run.
"Jonathan Colon Orozco, age 28, of Enid, also had a warrant issued for his arrest yesterday. It’s believed he’s left the state of Oklahoma to avoid these charges," Rains said.
All three suspects have been charged with abuse by a caretaker and conspiracy. Enid police said they were all employed at the Greer Center.
"No one, regardless of their abilities or capabilities, should have to suffer such abuse. If anyone knows the location of Mr. Colon-Orozco, we’d appreciate them calling us and letting us know," Rains said.
Enid police said the Garfield County District Attorney's office is also involved, and it's anticipated there will be more arrests.
KOCO 5 reached out to the Department of Human Services, who sent back a statement saying, "The allegations against personnel at the Robert M. Greer Center are heinous, especially in light of the vulnerable population being housed at the facility. Immediately upon learning of the allegations, Oklahoma Human Services began cooperating with law enforcement and has maintained regular contact with them since the early stages of the investigation. Additionally, we are halting any new admissions and have reached out to the operators of the Greer Center to ensure appropriate steps are being taken to cooperate in any investigation and, more importantly, ensure the ongoing safety of all residents under the facility’s care. Oklahoma Human Services is committed to a complete investigation of this facility, the remaining staff and its management, including continued efforts with law enforcement. We are taking steps to ensure each resident’s loved ones are aware of this situation."
The investigation is ongoing and further charges are anticipated for all three, as well as other additional suspects involved in the abuse. If anyone knows about the whereabouts of Orozco, contact Enid police at 580-242-7000, or text 847411 and enter keyword EPDTIP.
Police also ask anyone with information about the abuse occurring at the Greer Center to contact police and report it.
